"It's an independent group of people looking at our raw data and visiting the school with completely different eyes, the eyes of a business man, for example, or a woman, with their own ideas, background, all of their own historical, cultural backgrounds, having perhaps preconceived notions formed about why this is or that is, or why can't students learn. And then, for them to come into a school and say 'Wow, this is working here, things are moving.'"
